From the skirts it looks like a Lincoln Zephyr.

I'm not able to say, but I will point out what I see. Rear door is suicide, windshield is 2 piece, hood ornament is large, the side of the hood may be ventilated, side trim strip is fluted and thick, and yes the skirt has a positive securement

1939 Lincoln Zephyr Sedan. Notice that the Rain Gutter over the Doors on the Lincoln Zephyrs does not extend over the rear Side Window like it does on the Ford. The 1938 and 1939 Lincoln Zephyrs share the same Bodies. |

The skirts on the mystery car do appear like Ford skirts, that used a bright hex head bolt on the crest of the skirt to operate a locking mechanism.

Hi Lawrie; The side trim on the first photo looks wider with less arch on the rear end than the other photos, Craig.

Yes, it does, so much so that at first I thought it might be a Sloper, but those were Tudors. I believe it is merely a photographic distortion, as the car is definitely a 1938 Ford Fordor Deluxe. Also, I don't think NZ would have had any Slopers from Austrailia.
