What is the best way of removing a stuck brake pedal shaft collar on '31 Model A?

A lot of penetrant oil and a bigger hammer!

Penetrant oil yes, if no go then, next step is heating with a torch and cooling to room temp a few times, when it is still hot push a candle into the joint and the wax can work as a lubricant, if no go gently cut each side almost through and break it with a chisel. It is a cheap part don't worry if you need to buy a new one,
