Why can't I adjust 3rd brush lower then 10 amps? Moved it all the way counter rotation till it stopped. What Goes?

What style generator do you have?
How old and what is the condition of the battery?

FWIW, about a year ago my 3rd ring has a spur and rust which prevented much movement in the ring fully. If lack of full movement of your 3rd ring is your issue, you might as well take it off and see if your ring is moving fully:

No, that's not it. If I push it any farther it will hit the other brush.

Any chance someone mixed up the armature and field wires going to the brushes?

With the band off you should be able to see if the adjustable brush actually is going to the field winding.
