I will refer you to Florida Statutes regarding your inquiry. For your convenience, a link to Florida Statutes is provided below. You will see in the statute that it states that “The requirements of this section do not apply to motor vehicles that are not required to be equipped with safety belts under federal law.” In the statute, the applicable Federal Motor Vehicle Safety Standard is given for you to reference.

In OZ, seat belts are mandatory for all cars manufactured after jan 1 1965 whether or not they were fitted at manufacture.

Before that date, they are optional.

If fitted new prior to 1965, they must remain, and if a pre 65 car already has them retrofitted, they also have to remain .

You must also consider the rules for carrying children.

In NJ there is two parts to the law. The first part says they must be in a seat. The second part says it only applies to car with seat belts. The police are not aware of the second half of the law. I made some police aware of the law and they said they would issue a ticket anyway. I am thinking great, sworn to uphold the law.

I believe at least one states child seat laws mandate for all children in all cars with no exceptions.

FWIW, I have young kids and I put seat belts in my cars. My 65 Mustang came factory with front belts and not provision for rear belts. I made up nut plates and replicated the factory mounts and added the rear belts. Pretty simple stuff to ensure some level of safety.

I put seat belts in my 29 Tudor and my 68 Plymouth and other cars because I felt the need to.
I'm not waiting for a law to tell me I need them.
For infants and children you can figure out what is safe by comparing to modern cars.

I had a 1964 rambler 770 classic that had factory installed seat belts.l have installed seat belts in my 1929 special coupe.
