Default "Fuel" questions

Ok Just some quick advice...
I have a 29 Coupe
1) i have a sediment bulb and when i removed it to clean it the bulb does not reseat well. It drips. I s this because of the cork gasket? The gasket looks ok
2) I have a standard Fuel Shut Off Valve (Brattons 13160). I allows fuel to flow thru to the sediment bulb when off. Although a small amount is this normal or should i replace it?
