Locking hubcap questions

Hi,

Working on a 1935 locking hubcap but have questions that are germain to most years.

1. What brand & color of Blue (in a spray can) would be good for filling in the letters on the oval?

2. Any suggestions for filling in the letters with paint?

3. How does the lock cylinder come apart after removal from the locking hub cap?
