Default valve assemblies stuck

I can't get four of the exhaust valve assemblies out of my 39 flathead. any advice?

you have a couple of choices, none easy, if the valve is open there is a guide driving tool that goes along the open valve to drive the guide down so the horse shoe keeper can be removed, usually once the guide has been move it will come out, , you can try and remove the valve keepers and then remove the valve and then punch the guide down, get the valve up and either break or cut the head off and then remove the valve stem, or the least desireable way cut the valve spring and valve with a torch, if you go the torch method be very care and wear a full face protector, oil and sludge will splatter, and its hot

39 engines have mushroom valves, so even if you remove the keepers, the valves will not come out.
