Default Cleaning up and found a surprise!

When I was replacing the rear spring on my coupe I noticed that the rear backing plates were looking a little rough. With the nice weather we are having around here I thought I would do a little clean up today. After scraping grease and paint I found this hole at the bottom or each rear backing plate. Having never messed with backing plates before I checked the literature I have and could not find a picture with this hole at the bottom. Is this correct? should their be some kind of plug here?
