try soaking with some marvel mystery oil or automatic transmission fluid

The filler screens on my 30&31 have 4 notches on top All you should need is a piece of flat iron wide enough to catch 2 notches & a couple inches long & turn it w-a wrench.

or try break free, mine's soaking now, it's stuck too, but just the collar, screen's loose.
i aim to try columbiA's method, although Don's mention of the good tool for many occasions is great also.
i don't know deep creep, but marvel, huh ?
