I would talk to a cop car mechanic. Some cars can be made to keep the dome light off so people cant see who is geting out of the car. There may be a switch to activate the dome lights again.

I can't remember on a 94, but from 98 on the lcm (light control module) is different from a civilian car, so the doors won't control the interior lights. You could probably swap out the lcm from a wrecking yard civilian car. You could wire it in yourself, the door latches have a grounding switch in them that could be used in conjunction with a relay and then made to control the lights

Look under the glove box for a bright blue wire connector, pull it apart and leave it apart, then disconnect the battery. Reconnect the battery and your dome light should work.
