Default '57 ford fairlane

Just removed the steering wheel and related parts to have my steering gear box rebuilt for my 1957 ford 2-dr hdp. totally beautiful body/frame rebuild, and everything went fine, but it seems that there is a part (or ?) missing that prevents the steering wheel from going down to rub on "the cone" on the upper end of column when the nut is tightened on the splined steering post to hold the steering wheel in place. Is there a part that stops the steering wheel from rubbing? .....or have I got a weird (looks like a new one) steering wheel ?
