It looks like a 31 Model A, but somehow the front bumper is different.

It may be a bumper off an AA Truck.

There's a bunch of weird stuff going on in the front of that car,but I think a lot of it might just be reflections. What's that between the headlights? What's in the suspension behind the backing plate? What's that light colored thing you can see between the front bumper and ends just about over the axle? I'm kind of thinking the front bumper has been removed and the mechanic tied something in it's place, those brackets would be at just about eyeball level for him.Kind of like me putting tonic bottles over the running board brackets on my A's in the cellar. It's easy to run your shins into the bare brackets, but to run into a 6 inch diameter plastic bottle is on me.

The front license plate is foreign. Might be European.

There is something funny mounted above the license plate.

‘31 radiator shell, can’t see the splash aprons, but it’s not a slant window. Were there early ‘31 non-slant four doors?

Yes - until the SW Fordor was introduced in mid-1931.

Even the buildings have a European flair to them.

There is a tire store in downtown Columbus, OH that still has them outside. However, theirs are the ones that only pick the car up about a foot-and-a-half or so.

That looks similar to a fire chief bell hanging over the headlight bar. Could it be a European police car with the different bumper and bell?

There is a lift like that in Barrington N.H.in an old garage on route 9.The owner,(now passed) had a Volkswagen junkyard there up until about 1980.I thought he had put it in for the VW's,but he said no,it was there when he bought the property in the early 50's.The building had burned, but the concrete floors and lift were still intact. He just built one story buildings on the slabs for his VW business. The locals told him it was an old Ford garage that had burned before the war.

That photo was taken in The Netherlands: note the Dutch license plate and the trafficator.

The bell looking thing between the headlights (above the license plate) is actually a type of black-out type light. It points directly down (and tilted very slightly forwards) towards the ground illuminating just the ground immediately in front of the car.

The hydraulic lift was made by VLC (VLC item #123), the KR Wilson equivalent for Europe.
