Yes,
Find a tire store and ask about it. I had some modern raised white letter tires blacked out.
They should know. And after 3 years its still covering the white.

Back when I was a kid, they had special Black Tire Paint. As I remember it, it was messy and didn't work very well. I just checked and they still make it (in a lot of varieties). One area that they have made a lot of improvement in is chemistry; perhaps it's better now.

A long while back here was a product named Tire Black which was a paint that worked pretty good. In fact, I still have 1/2 of a can. It was under the #7 label. Don't know if still around.

Post #2 makes sense. Years ago, the local police department had to have the tires mounted with the whitewalls on the inside, so residents wouldn’t complain about the department wasting money on more expensive tires.
P.S. I like whitewalls.

I have a friend who grew up near an Earl Schieb jiffy auto paint shop. He recalled they'd paint the car without masking the tires. After painting a guy would dip a 4" brush into a can of tire black and make one neat revolution around each tire and pop the hubcaps back on.

You know, people used to badmouth Earl Schieb paint jobs "Ill paint any car for $200". That was the advertised price, but I'll bet they slashed that price for used car dealers. Cheap isn't always low quality. Those painters were highly skilled if for no other reason than they put out a tremendous number of paint jobs. The prep work suffered, but the spray jobs were excellent.
