Default Handle on seat rail

I assume this handle is to allow the seat to slide but want to confirm before I start trying to fix it. The handle functions easily but the seat will not slide. Can someone confirm that the seat is intended to slide and maybe provide some tips on how to free it up if it is supposed to slide.

I ended up figuring this out. Yes the handle is there to allow the seat to slide. The bar in the middle which attaches to the left and right seat rails contains a gear and rotates to move both sides at the same time. Had to lubricate this to get the seat to slide properly.
