E-brake Backing Plate Welding

On my new 1930, I am rebuilding the brakes. The E-brake backing plate shaft housing, the emergency brake toggle lever, and its two bushings have all seized. The shaft has sheared off its welds to the backing plate. Snyder's sells a

TOGGLE LEVER SHAFT HOUSING REPAIR KIT. Part # A-2637.

The description states it requires welding to the emergency backing plate. I am a good welder. But, I request some guidance as to a detailed set of pictures of what I am recreating. I have the assembly drawing from the shop manuals and the parts diagram from Brattons. But, before a haul off, striking and arc and making sparks, I would like a little more detail and any help availble.

Is the shaft perpendicular?
Is it recessed?
Has anyone done this before?
What is a good order of operations, bushings first or after welding?
