Could someone please give me the overall length of the aprons on a ‘28-29 Model A coupe versus a ‘31 coupe apron. Someone said the ‘28-‘29 is longer

Off hand, about 6-12" difference. And the cross section shape is different. And the shape to mount to the fender is different.

If you are thinking about "modifying" a 1928-29 apron to fit a 1931 IMHO don't waste a 1928-29 apron... you would be time and money ahead starting with a flat piece of sheetmetal.
