Default Handbrake cable routing thru grommet?

Getting my emergency handbrake cable installed and wondering if I have the cable routed correctly through the radius rod bracket grommet?

Nope, you do not have it routed correctly. The rubber should be placed against the bottom of the rod.
Simply "flip" the bracket from the way it is currently installed.

Ahhh. That makes sense. Wondering why the top of the grommet had a “v” groove on the top.

I agree with Kube's flipping idea. Here's my 40. The "vee" on the top of the grommet automatically centers the run of the cable along the radius rod.
