Default Paint job needs touch up

My paint job which was done before I got the car is pretty darn good. It has a couple of spots that cold stand fixin. Not sure what caused these "minor" imperfections.

Four areas:
Two on the faux trunk lid around the tag
One on the left side panel (Not fender)
Another on the hood.
The rest of the paint job, fenders, hood, doors, right side panel, and around the Rumble Seat is dang near perfect!

Is it rust bubbling up under the paint? Is it Bondo that was not sanded properly? Seems that it would have cracked the paint when the blister formed if it is rust underneath the paint? Feels hard. Should I sand it smooth and rattle can it? I enjoy driving this classic and do not have any intentions of entering it in serious shows like Concourse Cours, etc.

The hood boo boo, I almost want to fix with some Marine Tex or 5200 Marine Adhesive and hold it together for 24 hours with a clamp. Then use touch up paint. This one probably needs attention soon, since rust is showing but the others I am thinking of just letting her have a few moles and warts with makeup on them!

Any help will be appreciated.

Paint those wheels Folkstone Gray while you're at it.

That GT sign is the source of all of your problems. Go Dawgs. (Just jerking your leg.)
