Default Ammeter question

My ammeter needle reads 0 with ignition off. When key is on, it moves slightly toward the charge side of the gauge and then moves close to the 20 amp reading on the CHARGE side of the gauge when going down the road, and moves back to near 0 when idling. I thought that it would move to 0 and remain there as it charged the battery, but that's not happening. The car starts and runs fine, lights are good and bright and horn works fine. Car shows no indication of a weak or dead battery. What should I look for as a possible problem or method to correct its reading?
