Default pickup box restoration

After removing the rivets of the box fender spacer they refuse to come off
what is holding them on

There are some spot welds besides the rivets. Sandblast or use a wire wheel to find the spot welds. I used a carbide burr cutter to grind the top area to free up the welds. You can see the small depressed areas where the spot welds are once you remove the paint and/or rust. I think there are only one or two spot welds on the spacers - I can't remember.
