Default Question about light switch

My brother-in-law installed new light switch on his 29 Tudor. After moving the switch located on the steering wheel a few times it would lock up. After multiple times of disassembling and reassembling, one of his helpers slightly lifted up on the "lever" and the switch worked beautifully, with all lights working. Is this the way it is supposed to work? He assumed you would just turn the lever to the location you wanted, not that you have to lift up on it while turning.

Assuming you are not supposed to have to pull up on the lever to make it work what should he look at to correct the situation?
