1940 Deluxe Toe-in

Hi All:
I have a question on the toe-in specs. My Ford book says 1/16" of toe-in, but I don't know how that's measured. Tried a few searches, but didn't find anything. Is that 1/16" on each tire, or total? Is the 1/16" the difference between the front and the back of the rim (16"), or is it measured at the tire tread? Seems modern cars are spec'ed in degrees. Can modern alignment racks work with the 1/16" spec.
