Default Compare '39 and '40 Cowl Vent Pivot

Are the cowl vent pivots the same in the '39 and '40 Fords? Drake sells a hardware kit to "rebuild" the cowl vent mechanism. I can see from their instructions that the handle mechanism is different but the piviot area looks the same. It's hard to tell sizes from a drawing but they look the same.

On my '39, the support arm attached to the body the pivot hole looks to be 7/16". The hole in the support, that attaches to the actual cowl vent, at the pivot is 3/8". I know they used a shoulder bolt to attach thhe cowl vent at the pivot. If the 2 holes are the same the hardware will work.

I guess I should ad that I've searched sboulder bolts and other parts. They would cost more due to not getting everything from the same place, shipping. Bying all the parts from one Drake is cheaper, if they work.
