I have one of the new 5.9 heads on my model A. What should my points setting be? What about a 5.5 police head on my other car.

Stock points gap .018 to .022, you may want to play with spark plug gaps, I think I'm down to .032 or .030. 6.0 head, larger valve's, touring cam. Have fun playing around with different settings :-) I changed out 3x plugs to w18 plugs

Point gap shouldn't change because of compression ratio. Spark plug gap may have to be reduced depending on coil being used.

I am running a 5.5:1 head, a 12V Bosch hi-voltage coil, Motorcraft TT10 plugs with an 0.027" gap. I iterated the plug gap and spark advance adjustments, to find by the seat of my pants the best engine performance.
