Is this a puller for T's ?

This tool came with a bunch of T tools and parts, but I cant pin down what it is.

Part numbers are hard to read but look like

T116

and

T115-A

but neither of those come up in my research

so , either I cant read them correctly or it isn't a T tool.

Or my research skills suck

can anyone help here?
