Default 32/34 tierod ends rotating

On my 32 highboy pickup I used 32/34 tie rod ends. The internals are new and the studs are parallel with the kingpins. I noticed after a few miles the tie rod rotates back to about the 2 o'clock position instead of staying square with the world. I have the proper seals and tins installed. Don't I have them tight enough or is this normal?

A little side-to-side movement is normal even with all NOS parts including the drag link itself, but to 2 o'clock does seem excessive. Not tight enough is one possibility and the other is that the notched ends of the openings in the drag link are worn excessively.
