Default Painting of Goodyear Tire Flags

Can someone clarify the painting of the flag on the Goodyear Tire?

I understand, according to Restoration Guidelines & Judging Standards that the mast should be silver. Is that only on the depressed part of the mast or the raised part as well.

I also understand that the waving flag should be yellow upper and lower fields with blue side fields. Is that again just for the depressed area? What color should the raised area between the blue and yellow be?

What type/name of paint is used to paint these flags?

Not a super close-up but here is how Jim did my Good Year tires. If you want closer up, let me know and I can take some more.
