Default 1923 roaster starting problem

hello
my 23 has just started to act up for the last 10 years it has always started up fine but now the only way it will start is I have to use starting fluid and then it starts and runs fine till it sits a couple of days any ideas on what to look at

Could this be a choke that's not operating/closing? The fact that it keeps running after a spray seems to eliminate a fuel delivery or flow problem. Sounds like the Carb itself.
