Massachusetts is a title state. Depending on the town you move to, insurance will be about $200.00 per year. Massachusetts will allow a year of manufacture plate, but it has to be an original, and in great condition, which they will inspect. They require an affidavit for club use, and event use, basically pleasure use. There is a great and active club on the Cape.
