Default model a shop manual

What would be the reason Ford didn't have a shop manual or repair manual for the A? Only service bulletins. How did the dealers know how to fix the new Ford?

few companies had shop manuals that covered repair and maintenance thoroughly. I imagine factory trained mechanics attended schools where they learned the details. Service bulletins followed schooling to keep those already trained updated on the latest changes.
