I know about the problems with new tubes so I was going to use a used one I had to fix a flat. I noticed it's oversize. would this be a problem?

Stick it inside the tire and lightly inflate it to see how it fits the tire. It will be a problem if the tube is so large it doubles over in places. And that's where talc helps the tube to slide around for a good fit.

As Tom says, a fold or crease will cause a leak eventually. In my opinion it is not a good idea.
