Default 28-29 Bumper Clamp Question

I am trying to replace some old repro bumper clamps on my '29 with these new clamps from Snyder's. The problem is that the stud on the old clamp is 7/16" and the new clamps are 9/16". At first I thought that the old clamps were just a poor quality reproduction but since the backing plates and both front and rear bumper brackets are also 7/16" I am wondering which size is correct? Are the brackets from something else? A different year? Another poor repro? Or are the new Snyder's clamps the wrong size? Any thoughts?

If they are just the incorrect size, is it possible to drill the hole on the bumper brackets larger or will I run into problems due to it being a sprung metal?
