Default not charging

I have done a search, and checked all the books, but here is my problem.

This is a fresh restoration, I have a professionally rebuilt generator. I cannot get any charge on the ammeter. It will show discharge, but never a charge. Running the car it shows 0, and will discharge when the lights are on. So far I have:

Replaced the ammeter (twice)
Checked the ammeter by reversing the wires, and when I turn on the lights, the ammeter shows charge (reversed from discharge) so I know the needle works.
Replaced the cut out (Diode)
Took the generator to the restoration shop where it tested fine.
New Battery
adjusted the 3rd arm the full length of travel
Used my multimeter every way in the Les Andrews book
(Of interest when I put the meter on the output of the generator I get very inconsistent readings)
Re-polarized the generator
Tested it and it will 'motor'
verified all my wiring.

Very frustrating, any ideas
