Am I correct in the long filament is high beam and that it should be the top filament as installed in the reflector?

The filaments are horizontal, if you look at the bulbs from the side, one filament will be dead center, the other will be slightly off-set. The one in the center is the high-beam. High beam in the middle and low beam on top.
