Default Gas Tank out of the car

Dear Friends

I have just took the gas tank out and I see much oxide inside. I need some suggestions
1) What to do with all this oxide, cleanings, should open the gas tank with any expert? drain plug is locked

What do you do when your gas tank is with oxide?

2)I have been reading here in Fordbarn this post:

I think is very interesting this kind of circuit or bypass, I thought about installing another copper pipe for excess fuel/gas as I need 3 PSI to carburetor. As I have the gas tank outside.

I have an electric fuel pump called Facet 4PSI to 7PSI.

It is important your suggestions as I have the gas tank outside.
