Default Bad power valve?

So my car started running crappy last weekend and I just now started looking at it. I pulled the top off the carburetor today and it was completely bone dry. It had no acceleration would not pull up a hill. And a little backfiring.
The carb is a chandler groves 94, and i rebuilt it a couple years ago.
I suspect a leaking power valve, but some advice from the carb experts would be appreciated.
