Gas tank question

I have never taken a gas guage out of a Model A before, so not sure what they look like, my question is, I just filled my gas tank for the first time above half a tank, the guage registered the level, but I also seen gas between guage and glass, no leaks. The guage I assume is not sealed, the glass is the tank seal and the guage moves inside fuel by action of the float, is this normal, thanks and sorry for dumb question.
