You need to put the washer in place BEFORE the bottom plate.

Best to glue the washer in place on the lower plate tab with some contact cement. Test fit the lower plate first to make sure the hole in the tab lines up in the window of the casting and the tab is not shorting to the casting. You may have to do some bending of the tab. With the washer rigidly in place it makes assembly mush easier.
