Default Steering column support bracket?

Well i have a or some questions for the pros.Were the A 3520E brackets used before the indented firewall? I have a pickup #410xxxx that has one of these brackets.I removed the gas tank i believe it had never been out because the whelting has cord instead of the plastic tubing and is quite old. I was able to save most of it for a pattern. I noticed that it once had the tank mount but it had been cut off but it is cut much to clean to have been done by someone standing on their head with a hacksaw. Here are a couple of pics.what are your opinons.
