I think it's a pneumatic grease gun with the extension hose in his right hand. I'm wondering what kind of wheels those are on that '34. Maybe Jumbo's?

The artillery type wheels were aftermarket. The type of service is likely grease related so it is most likely that he has tooling for that purpose.
