Were they ever an item, upgrade, stock, after-market or what?

I believe some South American countries required them too. I think I read somewhere that some states here in America also had laws that required a "parking lamp" to be illuminated when a car was parked along a street curb at night which led to cowl lamps being added by the manufacturers. Others here might have better information about this topic.
