Default Horn Rod Contact in Switch

I've got a JC Whitney light switch from the early '70s. Should the contact, that the horn rod touches, be extended out of the body of the switch more? This one seems flush with the rest of the switch, and the rod appears to ground against the sides of the switch, instead of the contact...
