Looks like an extra phone bell you might have on the porch or in a garage. I had one in my room when I was a kid playing with that sort of stuff

Loud whistles, a backfire coil for the exhaust, and smoke generators were common on the old wheelie popping model T clown cars. Add a bell along with a whistle and it truly has all the bells and whistles.
