are the 35-36 rear axle bearings the same as the 37-40s?

It looks like 36 is the change over year. 28 to 36 is 3.19" OD X 1 23/32" long #B1225. 36 to 48 is 2.84" OD X 1 21/32" long # 68-1225. This data is in my latest Mac's catalog.

There is a sleeve that can be put in the hub to convert to the later small diameter roller bearing, it is a copy of the sleeve used in 36, Brattons has it, and I would expect that others have it too.
