Default Inside fender help

Hey guys,
I am trying to repair a leak in my fuel pipe on the side of my ‘33 wagon. I’ve removed the fender but I need to remove the inner fender. There are no screws or bolts holding it in place but it won’t budge. Any suggestions?
Richard
