Default 39' Toploader Oil Baffles?

Simple question,

Do the two oil baffles on the input and main shafts float or are they fixed once the universal joint is snug?

I have a gennie universal joint that I rebuilt with the Van Pelt kit and a stock "cupped" washer in place (not the Van Pelt washer) everything still spins nice and free once the universal is snug however the oil baffles are compressed and spinning with the shafts. Is this correct?

Thank You
