Default Flathead ID

A friend of mine has this old flatty in his shed and asked me what it is .

As best I can tell it is a 21 stud with diving bell type distributor and 94 Stromberg carb. Looking at the numbers on the head I am thinking a '37 model possibly from a commercial application.

Folks out there have any thoughts?

Owner is curious about value. Apparently ran well before being put into storage. Not clear how well it was stored. Have not attempted to turn it over at this time but consider that would be an important test at this time.
