Default 1928 Sparton Horn cover

Ok Guys...Any horn experts here?



I have a Sparton horn cover. It is #4 (Mid 1928 thru 1931) page 19-3 Revised 2016 in the Standards (no Ford Script).



It has a Patent Plate dated "61928" telling me it is a June 1928 cover and/or horn.



However the "graph" on page 19-2 tells me that this #4 cover started about September 1928 which would put it at "LATE" 1928, not "MID" 1928 as stated above.



If that is the case then, which I do not know, why then a Patent Plate with date "61928"? And yes, it is an "8" and not a "9"!



This is an original plate with original nickel plated split rivets.
