Why is there no high grade 1/4" flat washers? All I can find in the 1/4" high grade bins measure 5/16".

Because they are all made in China...that is why!

HOWEVER...If you have a John Deere, New Holland, International Harvester, Catapiller outlet or something like that...you might check there rather than your local Home depot.

My experience is all flat washers are approximately 1/16" larger than the specified size. So if I want a tight fit, I get the next size smaller. Of course that doesn't work for 1/4" unless there's an unusual 3/16" or #12 in stock and likely those would need drilling-out. Regardless of McMaster, Fastenal, Tractor Supply, etc., nor country of origin, this is the norm IMO.
