Default Hinge bolts

I have a 1939 Pickup. The bolts that hold the hood to the hinge are regular 1/4 - 28 bolts. I bought 1/4 - 28 shoulder bolts intended for all cars and pickups and the shoulder is too large to fit in the hole in the hinge. Is there a smaller shoulder bolt for the pickups? I really don't want to drill out the hinge hole.
